REGULATION

on the Committee of the Belarusian Chamber of Commerce and
Industry for Industrial Policy and Entrepreneurship

1. General Provisions

1.1. This Regulation determines the standard operating procedures of the Committee of the Belarusian Chamber of Commerce and Industry for Industrial Policy and Entrepreneurship (hereinafter referred to as the Committee).

1.2. The Committee is set up and terminates its activity on the basis of a decision of the BelCCI Presidium.

1.3. The Committee is not a legal entity and operates on a voluntary basis in accordance with this Regulation.

1.4. The decisions taken by the Committee are recommendatory and can be presented for consideration at the BelCCI Presidium meetings.

1.5. The Committee is a permanent consultative and advisory body at the BelCCI and in its activities it is guided by the Law of the Republic of Belarus "On the Chamber of Commerce and Industry", other legislative acts, as well as the BelCCI Articles of Association, decisions of the Congress, Council, the BelCCI Presidium and this Regulation.

2. Goals, tasks and functions of the Committee.

2.1. The Committee was set up as a platform for discussion of various aspects of entrepreneurial activity and in order to develop a consolidated standpoint on problematic issues of industrial policy and business, arising in relations with government bodies, foreign and international organizations, supranational bodies, including the Eurasian Economic Commission.

2.2. The main tasks of the Committee are:

establishment of a constructive dialog between business entities, the Chamber of Commerce and Industry, republican and local government bodies, with the purpose to facilitate the formation of favorable socio-economic conditions for industrial development and entrepreneurial activity in the Republic of Belarus;

development of a consolidated position of the business community, i.e. the BelCCI members, on industrial policy and entrepreneurial activity, to be applied in relations with government agencies, foreign and international organizations;

organization of interaction between business circles of the BelCCI members and the Eurasian Economic Commission;

formulation of proposals aimed at improving the conditions for entrepreneurial activity, including improving the legislative framework and the necessary measures to eliminate administrative barriers that impede doing business;

development of a joint stance towards drafts of normative legal acts submitted for consideration;

assistance in the implementation of other statutory tasks of the BelCCI.

2.3. The main functions of the Committee are:

analysis of factors that have positive and negative impact on industrial development and entrepreneurial activity in the Republic of Belarus;

participation, together with structural subdivisions of the BelCCI, in public formations, organizations of the BelCCI and its members, in the examination of legislative and other normative legal acts related to issues, falling within the competence of the Committee;

notification of state bodies of the Republic of Belarus on proposals, developed by the Committee, on improving the legal regulation of industrial production and entrepreneurial activity;

submission to the Eurasian Economic Commission of the proposals developed by the Committee, with prior approval, if necessary, by the coordinating body of the Republic of Belarus;

assistance in creating favorable conditions for foreign economic activity, including simplification of procedures related to product certification;

preparation of proposals on organization of and participation in forums, conferences, seminars, international and national exhibitions and other events linked to the Committee activities with due involvement of business and academic circles;

aggregation and analysis of materials from conferences, seminars, as well as materials published in the media, related to the areas of the Committee's activities.

3. Rights of the Committee.

In order to carry out the tasks and exercise functions provided in section 2 of this Regulation, the Committee has the right to:

interact with republican and local state bodies, other organizations subordinate to the Government of the Republic of Belarus, unitary enterprises of the BelCCI, business unions of entrepreneurs, the BelCCI members;

request all the necessary information from the BelCCI members, structural subdivisions of the BelCCI and other organizations subordinate to it;

invite representatives of state bodies and organizations, business entities being the BelCCI members, unitary enterprises and employees of the BelCCI central office to participate in the Committee meetings on issues within the Committee’s scope of reference;

submit proposals for consideration of the BelCCI management bodies related to issues, falling within the Committee’s scope of reference, as well as on sending Committee members and hired specialists to various places in the territory of the Republic of Belarus and abroad to get familiarized with organization and processes of other business entities and organizations;

set up temporary working groups (commissions) from among the members of the Committee and hired specialists, to act under the guidance of the Committee members. Heads of such groups (commissions) are appointed by the Committee Chairman;

perform other functions arising from the main tasks of the Committee.

4. The members of the Committee.

4.1. The Committee is formed from the representatives of business entities being the BelCCI members, employees of the BelCCI central office and its unitary enterprises. The Committee may also include the representatives of public authorities, business unions of entrepreneurs, scientific organizations.

4.2. The Committee solely decides on its quantitative and personal composition.

4.3. The Committee Chairman is appointed by the BelCCI Council on the recommendation of the Chairman of the BelCCI.

4.4. The Committee Chairman organizes and guides the Committee work, determines the range of issues to be considered at the Committee meetings, gives instructions to the Committee members.

4.5. The First Deputy Chairman of the BelCCI is the deputy chairman of the Committee and acts as the Committee Chairman in the Chairman's absence.

4.6. The executive secretary of the Committee is appointed by the Chairman of the BelCCI from among the BelCCI employees on the recommendation of his deputy in charge of the Committee’s work. The executive secretary of the Committee summarizes received proposals on the Committee's work plan, takes part in the discussion and preparation of analytical and recommendatory documents, informs the Committee members about the activities planned, brings to their attention information related to the content of the Committee's work, monitors and verifies the implementation of decisions taken at its meetings, prepares minutes of meetings and draft decisions, ensures the convening of the Committee meetings, informs the Committee members about the date, place and agenda of the next Committee meeting, ensures that the materials of the Committee are sent to its members and interested organizations.

5. Organization of the Committee's work.

5.1. The Committee carries out its activities in accordance with the tasks and functions set out in Section 2 of this Regulation.

5.2. The Committee meetings are held as required, but at least once a quarter.

5.3. The Committee meetings are considered duly constituted with more than half of the Committee members present.

5.4. Decisions on issues submitted for consideration by the Committee are made via an open vote by a simple majority of votes of the members of the Committee present.

5.5. The meetings of the Committee are recorded. The minutes are signed by the Committee Chairman (in his absence - by the Deputy Chairman of the Committee) and the executive secretary.

5.6. The organizational and technical support of the Committee's work is provided by the BelCCI.

6. Committee’s activities funding.

6.1. The Committee’s activities are financed by the BelCCI and by the funds attracted from the interested organizations.

6.2. Funding of the Committee's activities by the BelCCI is carried out in accordance with the financing procedure established by the BelCCI.
